Il fut inventé par Ted Nelson en 1965 dans le cadre du projet Xanadu.
Le projet fut lancé en 1962, mais ARPANET ne vit le jour qu'en 1969. Sa première démonstration officielle date d'octobre 1972 par l'armée americaine.
