New Penalties for Harassing Tenants

This legislation doubled the maximum penalty for tenant harassment from $5,000 to $10,000 and increased the minimum penalty for repeat offenders from $1,000 to $2,000. Additionally, this legislation requires HPD to post information about landlords who harass tenants online.

Pre-tax Transit Benefits

This legislation requires New York City companies with 20 or more full-time employees to offer pre-tax transit benefits. Birth Certificate Gender Markers

Individuals can now change the gender marker on their birth certificate by having a medical or mental health professional fill out an affidavit or affirmation attesting that the changed designation more accurately reflects the applicant's sex or gender identity. “This bill will help affirm the basic human rights of transgender New Yorkers and will go a long way in addressing disparities faced by transgender individuals,” said Council Speaker Melissa Mark-Viverito.

Social Adult Day Care Regulation

The Council signed a Bill requiring all social adult day care facilities in the City to register with the Department for the Aging and comply with regulations developed by New York State.
