Bullock Creek Stormwater Issues
Stormwater discharges from Alpha Series into Bullock Creek Hatchery Springs site Earth works and storm water disposal from the Meadowstone Alpha Series subdivision has been an ongoing issue since development of the Alpha Series began in 2015. The rainfall events have been documented chronologically and have occurred on the dates below. Most photos were taken at Bullock Creek Hatchery Springs but some were captured further downstream at no 4 and no 8 Redwood Lane

GeoSolve GeoTech Report
Information from Alpha Series Development Resource Consent Application: GeoSolve Geotechnical Report. The Report highlights: Soils in the Alpha Series development area are generally unsuitable for high volume soakage disposal. A modest sized detention pond with permeable bed should be sufficient to dispose of the roof and hard surface sotrmwater from the subdivision. A formed overlow will be able to convey any excess flows toward Bullock Creek withou any threat to existing properties.

"There is no other existing stormwater infrastructure at the bottom of the proposed development that can be connected into therefore all primary SW flow from the proposed roads and lots will be discharged to ground soakage onsite which is now the Council's preferred method for SW disposal. Secondary flows will be attenuated to predevelopment levels so that the volume of water leaving the site is no greater than it is at present."

Ryder Peer Rev Report
Information from Alpha Series Development Resource Consent Application: Ryder Consultants Peer Review SW Treatment & disposal. Review commissioned by QLDC to specifically review the Riley Report prepared for the Developer. The focus of the review is largely focussed on contaminates from SW into Bullock Creek and monitoring. Of specific note is the observation that "Dry Pond systems are not generally recommended in areas of with high water tables. ..The Riley Report describes this area as having potential for a high water table". "I expect the proposed design to achieve only limited treatment capability under flood flow conditions." "I also recommend that the "dead" storage area of the pond be carefully designed and maintained such that wetland plants are able to thrive through the year..Regular maintenance may be necessary. "

RM150804 Dev Earthworks Granted
QLDC grants Orchard Rd Holdings Ltd consent for earthworks for the development of 40 residential lots. Conditions of the grant for a period of 3 years. "Periodic monitoring of SW soakage devices and remediation if found to be ineffective. Annual reports to Monitoring Team.. Remediation of any issues that are found to lead to water quality decreasing from its pre-development state or installation of a new SW management system to ensure water quality does not decrease from pre-development state.

QLDC Internal correspondence between Planners and RM Management Engineer. 23 - 28 Nov 2016 " A few alarm bells have gone off talking to PPG regarding the SW design of the Alpha site .." In discussion with Lyn and Erin, it appears as though Alpha have changed their permanent SW plan from what we consented: * much larger catchment (10ha) not being directed to the Triton system but rather going straight into the wetland. * wetland design has changed including removal of plants required by the peer review ecologist to filter contaminants. As a result SW will now leave the site during storm events whereas we were of the understanding that no water would leave until we received a 1 in 100yr ARI event. That is what was consented." Also discussion about maintenance of the SW system.

QLDC New Wetland Proposal
Media Release: QLDC proposed new stormwater catchment solution and wetland area in Wanaka is in positive discussions with OFG. QLDC Chief Engineer Ulrich Glasner "The concept will aim to deliver clear water into the lake whilst continuing to retain sediment and protect pre-development flows into Bullock Creek." Ian Hadland, Chief Executive OFG : "The discussions are at a very early stage and there won't any agreement for use of Fish & Game land until thee is certainty that what is proposed will protect Bullock Creek and the community from the discharge of sediment and nutrients contained in stormwater flows."

FOBC et al call for WUCCB Help
FOBC et al submission to the public meeting of the inaugural 2022 Wanaka and Upper Clutha Community Board. This submission summaries the very serious concerns held around stormwater management by QLDC in the Roy’s Bay Catchment at that time. This was the first collective submission by our Community Stakeholders Group, although individually our stakeholders had raised concerns with QLDC on numerous occasions before this.
