Developed with reference to other coronaviruses, such as SARS and MERS, WHO issued a tool for countries to check their ability to detect and respond to a novel coronavirus. This information is to help with identifying main gaps, assessing risks and planning for additional investigations, response and control actions. The tool was developed with other coronaviruses, such as SARS-CoV and MERS-CoV in mind and in consultation with member states. 1st Death in China

The first two patients in Shenzhen city transferred into negative pressure room in Third People's Hospital of Shenzhen City due to matching lab test result, symptoms, and epidemiology and are being listed as suspected cases. The cases were not confirmed at the time, because requirement from the Chinese government at the time was that first case in each individual cities need to be submitted to provincial CDC, verified by national CDC, and then evaluated and confirmed by a specific diagnostic team in national CDC.

Public Health Emergency declared

WHO Director-General Dr Tedros Adhanom Ghebreyesus declared the 2019-nCoV outbreak a Public Health Emergency of International Concern, following a second meeting of the Emergency Committee convened under the International Health Regulations. 1st case confirmed in Italy

Two Chinese tourists in Rome tested positive for the virus. On 31 January, the Italian government suspended all flights to and from China and declared a state of emergency with the duration of six months. Prime Minister Giuseppe Conte said Italy was the first EU country to take this kind of precautionary measure. One week later an Italian man repatriated back to Italy from the city of Wuhan, China, was hospitalised and confirmed as the third case in Italy.

The very 1st case was confirmed to have spread to Spain on 31 January 2020, when a German tourist tested positive for SARS-CoV-2 in La Gomera, Canary Islands. On 9 February, the second case involved a British male tourist in Palma de Mallorca, Balearic Islands, who contracted the disease after coming into contact with someone in France who subsequently tested positive. Italian government takes further measures

On 1 March, the Council of Ministers approved a decree to organise the containment of the outbreak. In the decree, the Italian national territory was divided into three areas. On 4 March, the Italian government imposed the shutdown of all schools and universities nationwide for two weeks as the country reached 100 deaths from the outbreak. The same day, the government ruled that all sporting events in Italy would be played behind closed doors until 3 April. In the night between 7 and 8 March, the government approved a decree to lock down Lombardy and 14 other provinces in Veneto, Emilia-Romagna, Piedmont and Marche, involving more than 16 million people. This measure was described as the largest lockdown in the history of Europe, On 9 March, the government announced that all sporting events in Italy would be cancelled until at least 3 April. The same day, Prime Minister communicates that all measures previously applied only in the so-called "red zones" had been extended to the whole country, putting approximately 60 million people in lockdown.

Spanish Government declares national emergency situation

On March 14, when in Spain there were around 6,000 cases and 200 deaths, the Council of Ministers declared a state of alarm throughout the national territory with the aim of stopping the health emergency caused by the pandemic of illness from coronavirus initially established for a period of 15 calendar days.
