Langford Incorporates

The City of Langford was officially incorporated on December 8, 1992. Langford, however, boasts a long history of European settlement dating back to 1851, when Captain Edward Langford established one of the four Hudson's Bay Company farms in the Victoria area.

New Development Permit Areas Adopted

On September 21st, 1998, the City of Langford adopted Bylaw No. 302 which greatly expanded the protection of environmentally sensitive areas from development. Using data provided by the BC Conservation Data Centre, Langford established new Development Permit areas for: Riparian areas, sensitive ecosystems and areas with potential wildlife habitat and biodiversity. Also at this time the City re-defined its designated floodplain, based on updated and more accurate data and identified areas of steeps slopes and drainage concern as potentially hazardous Development Permit areas. The adoption of this bylaw alone has meant that all new development proposals beyond the established urban limits of the community have been fully scrutinized for their impact on existing environmental values. Developments such as Eagle Ridge, Valleyview, Bear Mountain, Westhills and Skirt Mountain have all undergone a rigorous environmental assessment because of the adoption of Bylaw No. 302.

New Zoning Bylaw Adopted

In February 1999 the City of Langford adopted Zoning Bylaw No. 300, which replaced and extensively updated Bylaw No. 980 which the City had inherited from the Capital Regional District at the time of incorporation. The adoption of a new, exclusively “made in Langford” bylaw was a significant accomplishment for a then young community. Zoning Bylaw No. 300 has served as an invaluable tool in helping to realize Langford’s vision for its growth and development.

Downtown Revitalization Plan Adopted

In May of 1999, the City of Langford adopted its first formal Downtown Revitalization Plan. Prepared by Urban Systems Consulting Ltd., the plan brought together City Hall Staff, members of Council and key downtown stakeholders to prepare a vision for the development of Langford’s core area.

New City Hall Opens

The new City Hall sits on 1¼ acres of property on the corner of Goldstream Avenue and Jacobsen Road. The building area, exclusive of the new 2 storey parkade which is currently under construction at the south end of the property, is approx: 13,386 square feet on each of 3 floors. The District of Langford will own the second floor of the building and part of the new parkade. The top floor of the building is available for lease as office space and the main floor will be used as commercial space. Council feels the provision of permanent municipal offices will be an impetus to stimulate private developments to improve downtown Langford. This "climate of change" which the Downtown Revitalization Final Report discusses, supports public projects that can be replaced by private initiatives to revitalize Downtown Langford. Partnering was also suggested as a way Langford could develop a positive relationship with the private sector to involve key property owners in the development of the Downtown Revitalization Plan. Private sector active participation in developments creates a partnership of common purpose.

Veterans Memorial Park Opens

We are pleased to introduce Langford residents to two new parks that were developed this past summer. The properties were purchased and developed as parks at the direction of Council in an effort to provide more public access to Langford Lake. Leigh Road Boat Launch Park is located at the south end of Langford Lake and is developed as a day use beach park with a swimming dock and picnic tables. Lequesne Park, also located at the south end of Langford Lake on Leigh Road, incorporates a low impact gravel trail through a wetland area that leads to the lake shore and a new fishing pier.

Langford Achieves City Status

The District of Langford officially changed status to City of Langford as of December 1st, 2003. This change is consistent with Langford's emergence as the main commercial focus of the West Shore and is justified by our overall municipal population reaching a level over 20,350, which is a density over 5 people per hectare.

Traffic Lights Converted to LED

The City of Langford, together with BC Hydro and ICBC, announced that there were upsizing and converting the remainder of our incandescent traffic and pedestrian signals to LED (light emitting diodes) signals as part of the Power Smart Program. BC Hydro covered 50% of the cost of the LEDs while ICBC is paid for the upsizing and 50% of the cost of the housings for the signals. These LED signals are an 80% power savings over incandescent fixtures which translates to approximately $3600 in annual hydro savings. LEDs also last 3-5 times longer than the traditional signals which also saves the City on annually re-lamping our signals. This can be in excess of $8,000 per year. Cost is not the only benefit to LEDs; these signals are much brighter than incandescent fixtures which assist drivers on sunny and foggy days. Also, the LED light is directional compared to a wide spray that incandescent bulbs provide. This is beneficial at intersections where there is a lot of signals or the intersection is skewed, drivers may sometimes get confused to what signal is theirs. Also, it makes it difficult for those drivers that tend to watch the signals change so they get a jump on the green light - this type of practice can be very dangerous. Finally, an LED signal is comprised of many diodes that are installed under a lens compared to an incandescent signal which has one bulb. When a diode burns out, the signal remains functioning, however it is not quite as bright. When an incandescent bulb burns out, the signal ceases to function and can then become a safety problem. LED signals provide enough of a ‘buffer time’ to get crews out to an intersection for repairs.

First Affordable Home Sold

The City of Langford’s Affordable Housing Committee selected the owners for the first affordable home. The excited new owners took receipt of their house on Saturday, November 12th, 2005.

WiFi Hotspots Launched

The City of Langford announces a free community Wi-Fi network in the downtown core. This network runs along Goldstream Avenue between Jacklin Road and Veterans Memorial Parkway. The intent of this network is to allow people in downtown Langford a convenient way of accessing information and connecting with friends and colleagues on the Internet.

Official Community Plan Adopted

The City of Langford adopted its new Official Community Plan on June 16th, 2008. This Plan is unique in that it was developed concurrently and jointly with a similar plan in the City of Colwood.

Communities in Bloom - Langford wins 5 Blooms

The City of Langford earned five blooms in the National Communities in Bloom Competition. Mayor Stew Young was pleased to announce Langford is also the inaugural winner of the National Communities in Bloom Sustainable Development Award, which is sponsored by the Canada Lands Company. "This recognition is a testament to Langford’s solution-oriented teamwork and community pride," states Mayor Young. "We are being recognized nationally as a leader in sustainable development." The Communities in Bloom judges commended Langford for the number of sustainable development and green initiatives taking place in the community, including Langford’s new Official Community Plan (OCP) that promotes sustainable, healthy community development and addresses issues related to climate change. "We are proud of our award, and proud of our community for all its efforts," states Matt Sahlstrom, Chair of the Beautification and Festivals Committee. This is the fourth year that Langford has participated at the Communities in Bloom National Level. Communities in Bloom is a Canadian non-profit organization committed to fostering civic pride, environmental responsibility, and beautification through community involvement and the challenge of a national program.

40,000 Trolley Rider

On Tuesday October 28, 2008, after a year and a half trolley service, the trolley drivers had the excitement and honour of welcoming the 40,000th trolley passenger. This occasion marked an incredible achievement as it reflects that nearly twice the population of Langford have ridden on the Trolley.

Centennial Park Tot Lot Upgrade

The playground equipment in the Tot Lot at Centennial Park was in need of upgrading; it was decided to incorporate elements that would enhance the use of the park for people with disabilities. New surfacing and play structures enables easier access by children/adults who require wheelchairs, walking assistance devices, etc.

Goudy Field added to City Centre Park

The second artificial turf field to be added to City Centre Park is IRB certified and includes spectator stands for up to 1500 people and a field house.

Langford Archway

The archway spans Goldstream Avenue between Langford Centre and the Goldstream Station residential/retail complex. The grid iron architecture invokes the train heritage of E & N Railway and the refurbished trestles of the Galloping Goose Trail, both of which run through Langford. The arch itself is painted in Langford's signature burgundy and proudly flies the City flag above the stout wooden pillars. The signs are green and gold: two colours that pay tribute to Langford's lush surroundings including Goldstream Provincial Park, and the adventurous goldpanning history of the community.

Musical Fountain Installed

Housed in the middle of Goldstream Avenue's roundabout, the Musical Fountain is Downtown's centrepiece: a structure built to enrich the Langford's sense of community. The Fountain is only part of larger endeavour, however, envisioned my Mayor and Council since Langford was incorporated in 1992. For nearly two decades, the City of Langford has sought to revitalize and beautify the Downtown core. Both goals are nearing completion, and the Fountain's arching water display, surrounded by gorgeous flowerbeds, forms the capstone in the City of Langford's proactive strategy.
