Lend-Lease Act

On this day in 1941, as World War II raged across the Atlantic, President Franklin D. Roosevelt signed the Lend-Lease Act. This gave the president authority to sell, lease or lend military hardware to any country he designated vital to national security. In a January message to Congress, Roosevelt wrote: “We cannot, and we will not, tell them that they must surrender, merely because of present inability to pay for the weapons which we know they must have.”
