History of Cabrini-Green

Cabrini-Green was a CHA public housing high-rise development located on Chicago's Near North Side. Over the years, the project became notorious for horrible living conditions, crime, gang violence and drugs. In an attempt to revitalize Chicago's public housing, CHA implemented the Plan for Transformation which set to tear down the public housing high-rises and replace them with mixed-income developments.

Urban Renewal: Construction & Development

The Chicago Housing Authority began expanding the city's public housing developments with the construction of high-rises. These buildings were intended to provide government assisted housing for a large number of people without taking up much space. As a sign of the racial segregation of the city politics at the time, these buildings were built in predominantly poor, African-American neighborhoods.

Mayor Byrne Moves In

Chicago Mayor Jane Byrne briefly moved into a Cabrini-Green apartment to draw attention to the development's poor living conditions and gang violence. While many criticize the move as a political stunt, her presence helped bring media attention to the problems associated with Chicago's public housing high-rises.

"Girl X"

A 9-year-old girl that would become known to America as "Girl X" was found beaten, raped, poisoned and left for dead in a seventh-floor Cabrini-Green stairwell.

Plan for Transformation Approved

The Plan for Transformation began in 2000 under the leadership of Mayor Richard M. Daley. It is the largest, most ambitious redevelopment effort of public housing in the United States, with the goal of rehabilitating or redeveloping Chicago's public housing units. The overall project will cost the city more than an estimated $1.4 billion.

Residents file lawsuit against CHA

Cabrini-Green residents' Local Advisory Board sues CHA over relocation plans for displaced residents of Cabrini–Green under the city's Plan for Transformation. CHA's demolition program had outpaced its reconstruction program, thus leaving families with few options beyond equally dangerous and segregated areas elsewhere in the city, or simply becoming homeless.

CHA reveals its plan to incorporate community development into it's housing redevelopment through their "plan forward" which incorporates the creation of better community and job resources with the construction of retail space and new housing for a wholistic approach to redevelopment.

Residents file suit against CHA for broken promises

Cabrini-Green Local Advisory Council (LAC) filed a federal lawsuit against the Chicago Housing Authority in an effort to compel CHA to honor its promise to maintain the Francis Cabrini Rowhouses, a 586-unit low-rise development on Chicago’s North Side, as 100% public housing. “The CHA’s plan violates the most basic sense of fairness on every level, and it is also illegal,” said Elizabeth Rosenthal of LAF, attorney for the LAC. “CHA has a well-established statutory duty to affirmatively further fair housing, but its new plan only perpetuates segregation.”

CHA Reveals Construction Plans

The Chicago Housing Authority held an open-house for developers and residents to showcase their plans for construction of new housing and retail. The open-house is a part of the agency's attempt to include residents in the redevelopment planning phases.
