VPS Strategic Planning Timeline

Design II, Vancouver Public Schools’ (VPS) current strategic plan, is a guide to where the district is going and how to get there. VPS Superintendent Steven Webb launched the plan in 2008 after a year of conducting symposia, focus groups, online surveys, and email communication with more than 400 students, recent graduates, district employees, parents, community and business leaders, and representatives of early childhood and higher education. ;xNLx;;xNLx;Design II has led to improvements in instructional quality across the system, expansion of educational program choices in grades K-12, structured and focused time for teacher collaboration, new applications of technology to increase student learning and engagement, and partnerships that mobilize resources and remove barriers to learning.;xNLx;

Family Engagement/Family-Community Resource Centers

The Family-Community Resource Center network expands to Harney Elementary School and Discovery and McLoughlin middle schools.

Early Learning

The number of students meeting benchmarks for kindergarten readiness increases from 6 percent between fall 2011 and fall 2012.

Awards and Accomplishments

On-time and extended (five-year) graduation rates increase.

Full-day kindergarten is offered at 10 locations.


The strategic planning process kicks off with a three-day symposium.

Design II: The Art of Imagination Launches

Vancouver Public Schools sets its focus on four new strategic priorities, 18 goals, and 70 target objectives.

Spanish Immersion Program starts at Harney Elementary.

Family Engagement/Family-Community Resource Centers

Vancouver Public Schools establishes its second Family-Community Resource Center (FCRC) with support from the Foundation for Vancouver School District.
