City Centre Opportunities: 2013 - 2020 Development Calendar
This timeline illustrates the predicted milestones for the twelve sites in the City Centre Development Opportunities report. These sites have been identified as important but slow moving development opportunities, that have the potential to be delivered within a five year timescale.

PLANNING APPLICATION
The most recent planning application for 1 Shrub Place was submitted by GL Hearn, on behalf of the administrators of the site (Drivers Jonas Deloitte). This application is for a mixed use retail/ residential development. GL Hearn have advised that if this application is approved, they will be putting the site on the market as soon as possible.

AMENDMENT TO PLANNING CONSENT
Planning permission for a mixed use development was granted in 2007. A new application has been submitted for the demolition of 6/7 St Andrew Square and the construction of new floor plates at upper levels, with a reconstruction of the facade. This application (13/03955/LBC) is under consideration and a decision will be issued following feedback from Historic Scotland.

PRE-LETS CAMPAIGN
A campaign will begin in the second half of 2013 to secure the necessary office pre-lets needed in order for The Haymarket to progress successully. Pre-lets are already in place with an aparthotel operator and retailer in Haymarket 2, and other retail pre-lets have been agreed at Haymarket 5.

AFFORDABLE HOUSING
At the Finance and Budgets Committee on 29 August 2013, an application for a loan of almost £38m was approved from the Council to two RSL's, for the construction of 341 affordable homes on the 1 Shrub Place site.

Quartemile owners Moorfield pledge to invest a further £170m into the development in order to complete construction by 2017.

PLANNING APPLICATION
After original planning permission was renewed for further three years in March 2013, the site owners Artisan have now prepared and submitted an alternative scheme. If approved, this would involve a mix of leisure, retail and offices, which links New Street and East Market Street with Waverley station and the Royal Mile. There will also be a civic square, and around 36 afforable homes. It is expected that the decision on the updated planning application will be made by Spring 2014.

TUNNEL REPAIR WORKS
Network Rail are to carry out repairs to the tunnels that run beneath the Haymarket development site. It is required that these repairs are completed before the top soil can be removed; and the foundation for the basement car park and all the buildings can be redeveloped.

CONSTRUCTION
If the new planning application is approved, it is expected that construction on the Caltongate site will begin by spring 2014. The 36 affordable units at the Calton Road side of the site are also expected to be completed within the 2014/ 2015 financial year.

FUNDING MODEL ANNOUNCED
A unique new funding model has been developed in partnership between the Council, the Scottish Government and HGI. Called the Growth Accelerator Model, it has led to a new investment of a further £61 million in public realm for the £850m Edinburgh St James development. The project will also provide for a new energy centre, a permanent shopability scheme, a new training and skills academy, significant parking facilities for cyclists and new electric car changing point.

PLANNING CONSENT
Planning Consent (Reserved Matters) is to be re-submitted in 2014. The original redevelopment proposal includes a three level shopping mall linked to Picardy Place, Princes Street and Leith Street, as well as Multrees Walk. In addition, residential accommodation and a hotel will be built on the upper levels, with an 1800 space car park beneath. The consent for this scheme was originally granted in 2009.

Occupier demand is needed in order for the two remaining office buildings to be constructed at Quartermile; with pre-lets of approximately 50% being required. Office supply has begun to tighten within the city, which could have a positive impact on the pre-lets at the site. Based on the information available, potentially it could still be some time before this level of interest is achieved. An estimated date for this is early 2015.

Approximately 28,000 construction jobs would be created during the development of each of the sites. This is in addition to approximately 20,000 FTE/ induced jobs once the sites are completed.

PHYSICAL IMPACT
If the twelve sites are successfully developed, they will have a huge physical impact on Edinburgh's landscape. This includes 1.4 million sq ft of new Grade A offices, 1.3 million sq ft of retail and leisure, 1500 new hotel bedrooms and 1650 residential units.
