From clippings to insights – the history and evolution of the media monitoring industry
In May 1953, in Paris, 18 press clipping companies came together and put forward the foundation for what today is the world’s largest association for media intelligence and communications insight: FIBEP. Their aim was simple, by coming together once a year at an annual Congress, they would strengthen their industry by sharing ideas and tackling common industry problems. Forward thinking from the start, the founders built their organisation on a policy of openness and inclusion with an emphasis on family and tradition which has persevered over the last six decades. Today, FIBEP holds close to 88 members across 45 different countries. Although larger and more modern the organisation still upholds these deep rooted values of family, openness and innovation. Looking back over the years the primary issues facing FIBEP members have not changed much: costs, politics, technology and clients have remained primary concerns over each decade. Although some of the actors and companies have changed, the spirit of FIBEP has withstood time and continues to look forward to a prosperous future of shared community spirit and insights.

Reaching Industry status
The press cutting service has almost reached the status of an industry! With many thousands of employees and large sums of money invested, the number of cuttings supplied over a year throughout the world has run into astronomic figures. Salaries of readers in the USA
Members are excited to have an American Clipping Bureau present and do not hesitate to ask questions regarding the policies and procedures of the USA. In the US readers are paid $.55 a week for a 40 hour week & are paid according to their efficiency, deductions being made for wrong clippings and bonuses for exceeding their quota.

Photocopiers - The Xerox & the Bruning
Xerox releases their 914 model - the first plain paper photocopier using the process of elctro-photography. The 914 was so popular that by the end of 1961 Xerox had almost a $61 million in revenue. However,this machine was only available to lease until 1965 when it became purchasable. The Bruning was, at the time, Xerox’s direct competitor; Bruning later merged with Océ, which is now Canon Solution America. Members of FIBEP stated "Xerox(are) offers the advantage as all kinds of paper can be used & the Bruning is offering near identical photocopies to the original documents - even photographs appear very clearly".

New Technology
Mr. de Chambure reports on new machines which were tried out by a Canadian office for reading and could find individual names in the newspapers! However he also states that they were not much use owing to the large number of words and names which appear in print.

Employee Innovation
Members engage in lively discussion about a new employee trend "Music while you work". Only a few think it is a good idea, but on average it is found that innovation generally is disliked by trained staff since training for new methods is too time consuming.

Dubious Claims
Mr. Durrant-Wright discusses an article published in the Advertiser's Weekly where a certain Mr. Haupt pretends to read 20,000 words per minute. The ordinary speed of reading is around 250 words per minute.

Charges & prices for members

Diversification
Members are aware that other media are now slowly coming onto the scene and newspapers will need to compete. They discuss diversifying clipping agencies to include other media, such as TV & Radio. “The printed press has not lost its importance so far, but electronic media like radio and TV and now also videotext compete more with the newspapers and periodicals. I think that therefore that the time has come also for the smallest bureau to get acquainted with the thought of selling not only press cuttings in future but supplying information” Dieter Henne

Expectations for the Year 2000
Understanding the importance of new technology, FIBEP members choose: Computers in the Press Clipping Business as the theme for their 1972 Congress. Joachim von Beust Sr: “The press cutting services have to consider the technical progress. If our methods have been the same for a hundred of years this does not mean that they are to remain the same until the year 2000.”

Broadcast Monitoring Agencies included in Statutes
A sign for embracing change: prompted by the interest of Tellex Monitors Ltd. London, a radio and television supervising bureau, FIBEP members decide to update the statutes in order to allow broadcast monitoring agencies to become members of FIBEP.
