The Open Climate Network is an independent, international partnership that tracks and reports on the progress of key countries on climate change. The Open Climate Network seeks to accelerate progress toward the low-emissions future by providing consistent, credible information that enhances accountability both between and within countries.
“Understanding where others are going is absolutely vital – that mutual trust is fundamental,” said Lord Nicholas Stern, speaking at the OCN launch on December 4. “What is happening under the OCN will complement the official line,” he continued, referring to the national communications and inventories prepared under the UNFCCC.
Partners gathered for one day in Cancun to flesh out a systematic approach to answering five key questions on mitigation policy and three key questions on climate finance delivery.
WRI circulated a discussion paper detailing a proposed assessment approach for the Open Climate Network. WRI solicited feedback on the discussion paper from potential partners and advisors, and received comments from approximately 25 individuals in countries where OCN assessments will take place.
Open Climate Network partners in each country met to discuss applications for the assessments in advancing climate policy.
After feedback from partners and advisors, a revised version of the discussion paper was circulated to partners and advisors as the basis for pilot testing the assessment throughout the summer. Based on the questions from the previous discussion paper, a framework was developed for pilot-testing.
The Open Climate Network formed four technical working groups to refine key modules of the assessment framework.
Washington, D.C., USA. Partners will meet to discuss preliminary results from pilot testing and address challenges that have arisen during the course of pilot testing, in order to distill lessons learned and address next steps in implementing the assessment framework.
The Open Climate Network will convene again from November 28th until December 9th at COP 17 in Durban, South Africa, in order to assess goals for the network and plan an event with informational activities.
It is imperative to understand where and how developed countries are delivering on their climate finance pledges. This event presents case studies of the UK and US fast-start finance contributions, based on reports prepared by the Overseas Development Institute (ODI) and the World Resources Institute (WRI) as part of a series undertaken in conjunction with the Open Climate Network.
